SUB:- Cadre Restructuring of Group-C in Himachal Pradesh.
Dear Comrades,
            The Directorate issued orders to the Circle Heads to implement the cadre restructuring by 31/01/2018. However, a detailed review on the pros and cons of the scheme was carried out with all the branches and CWC members as such keeping in view the feelings of the branches. The directorate orders were challenged before the CAT Chandigarh by O.A. no. 63/107/30-01-2018. One of the members of the CAT declined stay of the orders however the case was further fixed to be heard on 12/03/2018 on receiving the reply of the Department.
            Dear comrades, the facts on which the case is filed are also enclosed as annexures. The circle union will seriously pursue this case even to the level of High Court and Supreme Court.
            We further purpose to file two more cases (1). Counting of induction period for the purpose of grant of MACP (2). Grant of MACP to Departmental Officials ignoring the previous promotions to PA Cadre as promotion before 8/03/2018.
            Since the court cases involve un-estimated huge expenditure and in my opinion financial crisis should not be an issue for winning the case. You are therefore requested kindly collect rupees Five Hundred from every eligible official and remit to the circle office at the earliest.
            Circle Conference: - The HP Circle conference is proposed to be held on 17/03/2018 and 18/03/2018 at Una. All the branches are requested to clear their quota by 15/03/2018 to the circle union due upto 31/03/2018.

SUB:- Submission of agenda for discussion in the ensuing four monthly meeting to be held with your good-self.
Respected Sir,
            Kindly consider the following items for discussion in the ensuing four monthly meeting scheduled to be held in this month.
1.      Acute shortage of staff, unbearable pressure of work, introduction of new schemes in the Post Offices.
Due to avoidable delay in the recruitment large no. of posts of PAs in HP circle are lying vacant. In the near future the shortage will further increase due to retirements and promotions. The Postal services are most important. In HP circle barring few divisions all the triple handed SOs are now either double handed or single handed. Similarly the double handed SOs are now single handed. The quantum of work and administrative pressure for opening new accounts and to meet with the requirements of social security pension paid through post offices has further compounded the miseries/difficulties of the operative staff. Consequently, the hardship to the staff is causing decline in the quality of service, which must be avoided at any cost. Since the work cannot be completed with the existing staff, the concerned official has no option to heir the services of an unauthorised official viz. GDS and even an outsider, which is a very sorry state of affair. The staffs are denied leave applied for almost in all the cases. Since there is no alternate arrangement, I am citing an example of head post office Una just to justify the circle union’s point. The Una Division is the 2nd largest division having largest no of accounts and largest rate of transaction in the circle. The sanction strength of Head Post Office Una is 19(PA)+3(APM)+1(Accountant)+1(PM). There are 35 sub post offices out of which 6 POs are working as double handed and rest of the offices are working as single handed. Due to training of CSI, POPSK, IPPB and Mid-career, the head post office Una will work with only 10-8 PAs whereas all the Post of the APMs are lying vacant for the last two years. We agree with the point of view of the administration but the health of the staff and postal services should not be compromised. You are therefore requested to kindly allow adhoc arrangement against the vacant posts of the PAs amongst the eligible postmen and MTS staff. This will definitely help the postal services and staff.
2.      Keeping in abeyance the process of preparation of EST-II for establishment review of the post offices.
There is lot of change in the postal services due to rolling out to McCamish /CBS.
The EST-II is prepared and the establishment is reviewed on the basis of time factor of various items fixed decade earlier, whereas till date no time factor has been evolved for the new schemes including CBS and McCamish. As such the process of preparing is just enhancing the work pressure on the staff. You are therefore requested kindly keep in abeyance the establishment review till new time factor is evolved for all the new items.
3.      Unsatisfactory/Substandard repair/maintenance of the staff quarters and departmental offices by the civil wing.
The circle union is constrained to place or record the casual, unsatisfactory and substandard maintenance work carried out by the civil wing for which larger funds are sanctioned by the circle office. Once the repair work is commenced there is none to supervise or to monitor the work being done. A committee may kindly be constituted to ascertain such irregularities noticed in the work so allotted.

SUB:- non-functioning of McCamish application.
Respected Sir,
            A Kind reference is invited to mu phonic request dated 31/01/2018 regarding failure of McCamish software installed in the Post offices. Since the functioning was restored after 1900 Hrs. on 31st Jan, 2018, not even a single transaction of PLI/RPLI was done in the post offices. The staff in the CPC have worked till 2200 Hrs to complete the posting of PLI/RPLI transaction of the BOs on 31/01/2018.
            Today also the functioning remained suspended till 1900 Hrs. and there seems to be no mechanism to address this issue and fix the responsibility of the Infosys for the faulty services. Today also a single transaction could not be made viz. accepting premium, indexing new proposals and other related work. The CPC staff can be seen doing this work beyond 1900 Hrs. today. Surprisingly no divisional head and the postmaster have any concern to compensate the staff for this late sitting.
            The circle union applauds the endeavour of your good-self in ensuring prompt redressal of the issues, which is evident from your DO letter dated 19/01/2018 addressed to member PLI and your office letter 25/01/2018 addressed to this union. I solicit your personal intervention in providing problem free services to the public.
