Sub: Rolling out of CSI in Una Division.

Sir,
            A kind reference is invited to this union letter no. even dated 25/04/2018. Following the decision to roll out CSI in Una Division on 29th May, 2018, the  Una divisional branch of this Union held a general body meeting on 20/05/2015 to discuss the implementation/Rolling out of CSI in Una division with reference to the difficulties/shortage of man power/inadequate infrastructure. A resolution seeking redressal of the issues mention therein was passed, the copy of the same is enclosed. As per the resolution out of 92 post of PAs 30 posts and 3 posts of APMs are lying vacant, there is no mechanism to monitor the functioning of finacle and McCamish in case of failure of the system and the concerned staff at its own level is made to seek redressal from sify official which is never attended. In the prevailing circumstances it is unwarranted to switch over to CSI. As per the resolution the divisional union has solicited for keeping in abeyance the rolling out of the CSI and also decided for day long dharna from 23rd May and strike from 29the May,2018.
            Sir, it is unpleasant to sight all this the ground reality has compelled the staff of Una Division to take this decision. You are therefore requested to intervene and redress the issues listed therein by keeping in abeyance the CSI rollout till the adequate staff/ infrastructure is made available.

Sub: Rolling out of CSI, IPPB and Aadhar Enrolment in the Post offices.

Sir,
            I am constrained to express the concern of the circle union on rolling out of CSI, IPPB and Aadhar enrolment. The Department is imparting a self-decided training to the staff on the cost of existing services in the post office. Since there is acute shortage of staff in the post offices the pressure of imparting training on CSI, IPPB in a scheduled time without making any alternate arrangement against the staff deputed for training is badly affecting the services and the customer satisfaction. The plight of trainees can well be imagined from the quality of training being imparted, i.e. the hygiene condition of the training centre, imparting the training without any training material and non-connectivity of Sify network in the WCTC Shimla, other WCTC in the circle. The circle union is surprised over this unplanned training.
            As regards deputation of staff to POPSK and IPPB from the operative staff, I am just citing the case of Una Division. There are 35 SOs which are almost functioning single handily and similar is the position of Head Post office Una which is functioning with 40% of its staff strength without any supervisor for the last four years.
            In CSI and finacle the supervisor has a vital role to handle time to time services in the post office. Unfortunately here in Una a user is a supervisor and a supervisor is a user, which is a major violation of the rules in the functioning of CSI and finacle. The circle union is of the firm belief that deputing staff to POPSK and IPPB will further compound the difficulties in managing the postal services. At present the staff is passing through an uncalled for, unwarranted situation facing denial of leave, curtailment of leave and late sitting in the office due to no connectivity and slow response/failure of the central server. You are therefore requested to kindly redress all such issues before rolling out all these services and also cause improvement in the quality of training including supply of training material on the commencement of the training. The circle union has no option except to protest in a phased manner in case the request made for is not taken note of.
