Sub: Non- Circulation of instructions on Pre-Rollout and Post-Rollout CSI to the operative offices.

Sir,

             The Department have fixed different dates for rollout of CSI in the various divisions in Himachal Pradesh. None of the Postmaster/Sub Postmaster is made aware of the information on rollout of CSI. Nearly information is furnished through whatsapp groups to the system managers which are further forwarded to the SPMs having smartphones. After rollout no of instructions regarding procedure to be followed for various items on CSI having appeared in the whatsapp seems to have been forwarded by the Circle office to the system managers. Those who do not possess smartphones are denied from this information. This is impracticable rather unfair practice. A 3 page instruction cannot be read from the smartphones during working hours. The circle union is surprised as to why the instructions rather procedures on CSI is not circulated to the post office. This is causing lot of embarrassment to the staff working in CSI rolled out post offices. We are surprised as to why our request for circulating a simplified procedure to work on CSI was not circulated to the offices. The book compiled by Rajasthan circle and further supplied by Circle Office (CO) is not of much help. Because the necessity and requirement of an operator while working on CSI has not much clarity. Due to which the operators are compelled to use unauthenticated apps downloaded from the non-official sites. Moreover the procedure is so lengthy and time consuming that a four times, time is consumed for tallying the accounts as compared to pre rollout CSI. Non-imparting of adequate training to the staff on CSI is the major drawback of the Department. Resulting total chaos in the post offices. The poor rather helpless staffs are moving from one person to other person for help. The frequent failure of network and frequent failure of connection of SAP from central server is the big causality. In many offices there is no supervisor and an operator is once a user and once a supervisor. Moreover the shortage of PAs and Supervisors has further compounded the situation. The circle union stands for implementation of the policies/various projects of the department but is opposed for unplanned and half prepared implementation. You are therefore requested to kindly: -

1.     Circulate the hard copies of the instructions on CSI to the Post offices.

2.     Evolve an accountable mechanism to monitor the functioning of net connectivity and all the online modules at circle level and divisional level.

3.     Keep in abeyance the further rollout of CSI in Mandi, Dharamsala, Dehra, Hamirpur Division and rest of the Division till the requirement for CSI rollout is not fulfilled.
