Resolution

            The Biennial Circle conference of AIPEU Group ‘’C’’ concluded at Jawalaji on 25.12.2015 held detailed deliberations on the functioning of CBS offices with reference to plight of staff and availability of poor quality infrastructure i.e obsolete computers, poor net connectivity and poor functioning of central server, non-functioning of UPS, low Bandwidth of siffy, non-availability of Genset etc and unanimously resolves to request the Chief Postmaster General to ensure :-

1.      Adequate infrastructure to avoid any inconvenience to the staff working in the CBS offices.
2.      The staff including the ladies staff have to sit beyond duty hours even for 05 hours or more due to non intiation of day end transaction. The Circle Union feel that it is a violation of human rights as none of the staff sitting after duty hours is neither financially compensated nor any arrangement for their transportation and dinner is made by the Administration. The House demands Rs 150-00 per Hour for sitting beyond duty hours.
3.      Further, rolling out be made only on ensuring availability of prerequisite and posting of adequate staff as the time taken for online transaction is higher than time taken on Sanchay Post.
4.      The House request the CHQ to take up the issue of revised time factor for CBS transactions with the Directorate
5.      The House authorizes the Circle Secretary to chalk out any programme  of action for the realization of above demands.

Sub:     Functioning of CBS rolled out post offices and miserable plight of staff working therein.

Respected Sir,

            I am constrained to bring to your kind notice the dismal quality of functioning of CBS post offices after their rolling out. We have already inadequate staff in the operative offices which were being managed on point of sale and Sanchay Post. The time taken for each transaction on Finacle is higher than the transaction made on Sanchay Post i.e if the net connectivity and server functioning is smooth. Moreover, the process for finacle transaction is lengthy taking much time making the public to stand for much higher time.

            The post office has already adequate workload and fixed transaction rate in the month. As such, the entire work during the month has to be completed. Due to poor quality of net and central server and non availability of UPS, Genset, the work is never completed by 1700 hours and the poor staff has to wait for completion of work and initiation of day end transactions by sitting late even by 2300 hours or more. The administration has no concern and they are making phonic directions to the staff from the residence for initiation of day end insisted by CPC Shimla. The poor staff is working under public pressure and poor infrastructure is suffering more and working in the non congenial atmosphere. It is definitely violation of Human Rights and labor laws. The administration has never thought of compensation to the staff sitting beyond duty hours. Moreover, the quality of work has declined and the revenue also.

            The H.P Circle is facing acute shortage of 250+ Postal Assistants for the last two years. As such, it is not possible for the existing staff to work in this atmosphere.

            The argument of the administration that the CBS will stabilize with the time but who will bear the sufferings , the mental tension , the health problems of the staff.

            The Circle Conference held at Jawalaji on 25.12.2015 has passed a resolution seeking redressal of issues mentioned therein. The copy of the resolution is enclosed for further necessary action at your level.

            It is further requested that no office be rolled out to CBS without ensuring the availability of prerequisite for CBS.

Dear comrades,

            As notified by the General Secretary AIPEU Group ‘’C’’ CHQ New Delhi Shri R N Prashar, the 12th Biennial Circle Conference of H.P. Circle was held under the supervision of Shri R N Prashar assisted by Shri Jagdish Dhiman Circle Secretary P-III Punjab Circle. The General Secretary made a brief submission before the delegates and visitors that today’s agenda is only election of bearers. He read the recognition letters granting trade union facilities to Barsar and Bilaspur. There was no further objection from any branch. The credential forms were filled up and General Secretary read out the names of the delegates attending the conference. The house was declared composed by the General Secretary and the issue of election of office bearers was taken up and the following set of office bearers was elected.

            Besides, this a committee proposed to be constituted by Shri H S Guleria Circle Secretary advising the Circle Union on technical core issues needed to be taken up for redressal. It was also passed in the conference unanimously that the supreme councilors and the members of the Technical Advisory committee will also attend the Circle Working Committee meetings whenever held and the Circle Union will bear their travelling expenses.

            The General Secretary made a brief speech highlighting the trade Union history and important issues. He informed that the 7th Pay Commission has not exceeded even a single demand submitted to him by the Union. As such, what could have been fate of GDS for whom we have been demanding their inclusion in the 7th pay commission for submitting report on GDS issues. He appealed the members to unite.

            Shri H S Guleria in his brief deliberations after the election expressed his concern on the pitiable plight of postal employees in general and the postal employees working in CBS offices. He said that postal administration is mindlessly rolling out the post offices to CBS without ensuring regular net connectivity and regular functioning of central server and availability of UPS etc. There has been no adequate training on CBS. The CBS staff is working beyond duty hours. In many cases, due to poor connectivity and poor server functioning, the end of the day is not initiated. None of the officers supervise the staff and the poor postal employees is made to suffer in the name of CBS. Shri Guleria assured the house that he will take up this issue with the CPMG for ;

1.      Ensuring all prerequisite i.e net connectivity , smooth functioning of central server, availability of UPS, Genset
2.      To grant compensation @ Rs 100-00 per hour to the staff made to sit beyond duty hours

The conference was concluded with the vote of thanks to the chair.

All the Branch , Divisional Secretaries and CWC members are requested to furnish necessary feedback to the Circle Union on the issues they are facing in the post offices for taking up in the ensuing JCM/four monthly meeting.

Respected comrade,

 

A kind reference is invited to the charter of demands of the May 2015 strike submitted to the Department for settlement. The perusal of the charter of demands reveals that the deliberations which took place in the AIC Trivandrum, CWC Gauwahati and CWC Ongole are not considered while preparing the charter of demands.

 

The plight of postal employees was well narrated by the delegates of the AIC Trivandrum which is evident from the live coverage of the proceedings of the AIC.

 

Similarly, the core issues which are confronting the postal employees at the place of posting which are brought to the notice by the CWC members in the CWC Gauwahiti and Ongole respectively.

 

The AIC is the greatest management body evolving a policy programme for protecting the rights of the staff and mitigating their grievances and containing the activism/unilateralism of the Officers at all levels, the deliberations of the AIC is a message and guidelines to the executive for preparing the further course of action. Similarly, the CWC carries such an equally importance.

 

From AIC Alandi to CWC Ongole none of the delegate/CWC members have supported the issue of Postmaster Cadre, (brought unilaterally by the Department) and the restructuring in the PA cadre. Even, in CWC Jabalpur the then General Secretary informed the CWC that none will get a financial benefit of even rupee one on the implementation of proposal on restructuring. Moreover, the consenses has always been against these two issues.

Today, more than 50% posts of Postmaster Cadre are lying vacant for want of eligible officials and work against these vacant posts is being managed by a PA who is treated to be a unfit person for holding such posts. Similar is the position of the posts of supervisory cadre. Then what heaven the Postmaster Cadre has brought to the staff and to the Department?

 

Whereas we are not sure what is therein the restructuring proposals. Whereas it is pertinent to mention rather to bring it on records that every cadre particularly the IPoS cadre has got highest benefit both financial/promotional in every cadre review.

 

The Department has switched over to CBS without ensuring smooth/adequate availability of infrastructure i.e net connectivity, adequate capacity of central server, adequate training to the staff and adequate staff availability in the CBS offices. The Directorate is simply issuing a deadline for switching over to CBS to all the Circles and our system managers, the officials  are made to work hard by sitting late even after 2400 hours. None of the Divisional Head/Director Postal Services/CPMG could have ever joined the late working of our dedicated system managers and other staff.

 

The Department is saving much from the services of our system managers and is spending lavishly upon Core Banking Solutions provided by Infosys.

 

Till date, the Department did not specify the duties of the PAs and supervisors and their responsibilities including the time factor for each transaction which is comparatively higher than the transactions done in the present Sanchay Post Software.

 

It has been noticed that CBS services remain paralyzed frequently for hours together due to low connectivity and due to non-functioning of central server. The customers are made to strand for hours together, who is responsible for this? There should definitely be accountability of the policy makers. In Himachal Pradesh, Head Post Office Una staff could not complete the work on 19.03.2015 by 0300 hours of 20.03.2015. Eight officials spent whole night on the chairs. The Department forgets its social commitments to provide compensation for such a late stay and the end of the day for the date 19.03.2015 was done at 1300 hours on 20.03.2015, which is enough to explain the plight of postal employees.

 

The CHQ have been writing very important letters to the Directorate on various issues and these letters are also published in the esteemed organ of our mighty organization the Bhartiya Post. Had our CHQ our big leaders reviewed the outcome of these letters addressed to the Directorate, we could not have thought about the present issues now listed in the charter of demands.

 

Promotional Avenue

Prior to Postmaster Cadre an TBOP official with 05 years of service was eligible for taking the Group B examination and a number of officials were successful and they are still serving and some retired in JTS cadre. The Postmaster Cadre has taken our all the promotional avenues and after its implementation, the promotions are left to the selected officials only. And even, a supervisory official is denied his posting in a Sub Post Office. Is it fair?

 

The CHQ has the responsibility to carry out itself a study of new schemes launched in the post offices including CBS by visiting the post offices instead of organizing workshops and I being a senior most Circle Secretary who is also working in a Sub Post Office feel that an attempt to mitigate the hardships at the workplace, to contain the administrative activism and to stop unilateralism will definitely create a sense of inspiration and confidence for organizing a very very successful trade Union actions and I am sure when a war is fought with all the sentiments of the people by respecting their feelings, there will be none to deny the victory for such a decision.

 

Therefore, we should not insist upon the issues for which our staff have no concern and have never given such a mandate to anybody else.

 

I am sure that the CHQ will have passionate view on the points raised by the Circle Union and shall re-draft their strategies to protect the rights of the postal employees.

Sub:     Abuse of powers by Shri Nirmaljit Singh, while working as the Director Postal Services (Shimla) Himachal Pradesh now Director Postal Services J&K Circle Jammu-non taking of action against him by the Secretary Posts.

 

Respected Sir,

 

A request was made to your goodself vide this Union letter No even dated 18.08.2014 highlighting the instance of abuse of powers and victimizing the staff of Himachal Pradesh (Copy enclosed).

 

Sir, this union made a complaint to the then Chief Postmaster General Himachal Pradesh and to the Chief Postmaster General Punjab where Shri Nirmaljit Singh was posted after his transfer from Himachal Pradesh against the abuse of powers and exercising his influence.

 

Sir, he used the inspection vehicle from residence to office and from office to residence for which he was not entitled as Director Postal Services (HQ) Shimla.

 

Surprisingly enough, a Director Postal Services who is the custodian of all Government Assets under his jurisdiction and is accountable for implementing the rules framed by the Government of India, he under his influence received the payment of transport allowance with his pay during the Director Postal Services Shimla in violation to the instructions/rules framed by the Government of India.

 

His case was inquired into by the competent authority and the offence of the officer was proved. Despite it, the disciplinary authority of the Officer instead of taking up a stern action against the Officer filed his case. The Officer who joined Himachal Pradesh as Director Postal Services on adhoc basis was given regular promotion and posted as Director Postal Services Chandigarh and now posted as Director Postal Services J&K Circle Jammu.

 

Sir, during  his tenure at Shimla, he was also an appellant authority to decide the various appeals preferred to him, he rejected 85 appeals out of 87 without applying his mind judiciously. An impartial inquiry on his working as appellant authority will definitely reveal the modus operandi of his functioning.

 

Our Central Union also took up this case with the Directorate but no action seems to have been taken.

 

This Union as well as the Postal employees of Himachal Pradesh will be happy enough with your intervention for an appropriate disciplinary action against the officer.

 

We are confident of an appropriate action at your level.
