Chief Postmaster General,
Himachal

Sub: Administrative approval to the proposals of
tenure transfers in the Divisions
Respected
Sir,
A
kind reference is invited to the transfer policy/guidelines issued by the
Directorate for the Group “C” staff in the year 2014. It has been emphasized in
the said transfer guidelines that the officials who have completed their normal
tenures will be given preference for posting against the office of the station
of his choice.
The
officials having longest stay at the station of posting will be considered for
posting on an unpopular station for which none of the official has tendered his
request.
Besides
this, a very lucid procedure for preparing proposals of tenure transfers of the
officials and for according administrative approval by the competent authority
has been laid therein.
Sir,
very often, it has been noticed that the
officials who were posted on their requests are transferred back to the back
stations before completion of tenure resulting denial of the consideration of requests of the
officials who have completed their tenures and have tendered their requests to
such stations.
Even,
the officials who are posted on their requests on a station are being proposed
to be transferred without any reason to a nearby station depriving him of his
rights to complete the normal tenure at the station of their choice.
Even,
the Divisional Heads are concealing the important facts needed to be furnished
as per the transfer policy in the proposals submitted o the Circle Office.
Sir,
every postal employee in the Department has equal contribution in serving the
Department and as such, he should not be denied his due rights.
The
postal employees have highest regard and faith in the rulings/policy of the
Department and a fair/judicious implementation of such rules will definitely
strengthen the confidence/faith of the staff working in the Department.
The
Circle Union solicites your kind intervention to consider the points raised and
the request made by the Union.
The
Circle Union is confident of a passionate view on the request made on the
subject.
With
regards
Yours
faithfully,
[H.S.
Guleria]
