Sub: Non recruitment of staff against the vacant posts of Postal
Assistants in Himachal Pradesh Circle for the vacancy year 2013-14
Respected Sir,
The Himachal Pradesh Postal
Circle is a leading Circle in comparison to other postal Circles of India in
performance and achievement of various targets allotted to the Circle by the
Department. Due to ban on creation of new posts since 1983, no new post of
clerical cadre (Postal Assistant) has been created in the Department despite
introduction of various new schemes by the Department.
The Department has outsourced the
recruitment process and entrusted the task to M/s CMC Ltd. The concerned
company conducted the exam for recruitment of Postal Assistants in the
Department for the vacancy year 2013-14 in the month of June 2014, through
which around 100 posts alone in HP were to be filled up. The company is
declaring the results of the successful candidates in different spells and
taking unwarranted time. The results of the exam in respect of candidates of
Himachal Pradesh Circle has not so far been declared, whereas 150 new vacant
posts are to be filled up for the year 2014-15.
Due to non declaration of results
by the company and apathetic approach of the postal board, till date there is a
shortage of 300 postal assistants in Himachal Pradesh resulting unbearable
pressure of work on the existing staff.
The staff can be seen working in
the Head Post Offices beyond duty hours even upto 2200 hours. The Postal
Department seems to have been surrendered to the higher bureaucracy which is
mindlessly pursuing the policies framed without providing the viable
infrastructure at the ground level. The Postal employees of the Himachal
Pradesh are aggrieved and are overburdened due to non recruitment of the staff.
Sir, it is pertinent to mention
here that previously the Department itself was making recruitment and the
process of recruitment used to be completed within three months from date of
issuance of notification. The outsourcing has incurred higher cost and has
caused avoidable delay in declaration of the results.

for immediate declaration of results.
