Sub:     Non-payment of enhanced DA to the part time/contingent officials in the circle.

Respected Sir,

A kind reference is invited to the R (JCM) item No 13-7/13 discussed in the JCM meeting held on 08.07.2013. It was agreed that the issue will be examined and due DA eligible to part time/contingent paid officials in the circle will be paid.

The decision was circulated vide RJCM minutes endst No Union/4-3/2013 dated 24.07.2013.

Till date, no communication seems to have been sent to the Divisions for examination or decision taken on the subject.

There is no bar to pay DA to such staff revised from time to time since 01.01.2006.  But it has arbitrarily stopped by the Divisional Heads/DDOs in the circle. This is injustice with the part time staff.

You are therefore, requested kindly look into the matter and cause issuance of appropriate instructions to the Divisions.

It is pertinent to mention here that in RMS all the eligible officials are being paid enhanced DA.

Unmanageable work in the SP Hub Mandi and Posting of adequate staff.

Sub:     Unmanageable work in the SP Hub Mandi and Posting of adequate staff.

Respected Sir,

We are frequently monitoring the delivery of speed post articles at every level, but we are sorry that even a little attention is not given to improve the working conditions in operating the SP Hubs.

I have personally visited the SP Hub Mandi on 21.11.2013 and I was shocked to learn the neglect of management of human resources in the hub.

The duty hours of Mandi Hub are 2030 hours to 0230 hours. The establishment of the hub is 01 PA, 01 SA and 01 MTS. At 2030 hours, around 84 SP bags are received from Ambala, Bilaspur, Sundernagar and Mandi. In addition one bag each from Kangra and Hamirpur is received at 2030 hours.

At 2115 hours, 22 Bags from Pathankot Hub, Kullu HO and its SOs are received.

Since, 07.11.2013 only one PA and one MTS is attending the Hub. The sorting assistant is not attending the hub.

After receipt of these bags, these are opened, articles counted, tallied with the speed post manifest and around 1500 SP articles received are sorted for dispatch to 115 speed post offices.

Beside this, at 2230 hours SP bag from Shimla is received containing average 300 articles meant for dispatch to all the delivery offices under Mandi Hub.

At 0215 hours, a SP Bag from Shimla is received containing average 250 articles meant for dispatch amongst 107 SP offices. The bag is opened, articles counted, sorted and after it, 107 SP bags to the offices under SP Hub are closed.

Since, the duty hours of the Hub are upto 0230 hours, is it humanly even mechanically possible to dispose off the SP articles contained in the SP bag received from Shimla within 15 minutes i.e up to the close of the office i.e 0230 hours.

Since, the SP Hub is being managed by a single PA since 07.11.2013; we can well imagine the impact of this unmanageable work on the mind and body of the official deployed there.

Virtually, the PA is attending 04 hours advance and leaving 03 hours late and despite all his efforts, any kind of irregularity/lapse cannot be ruled out.

The situation is alarming and the circle union is pained to know that none of the Inspecting/Visiting officers have taken note of the situation and provided remedies for smooth functioning of this Hub with a peace in the heart of staff deployed there.

Sir, I solicite your kind intervention to kindly look into the functioning of SP Hub and also to provide adequate man power in the Hub. We are open to out-source man power on the analogy of SP Hubs in the circle.

I am confident of prompt favorable action at your level.

Irregular denial of financial upgradation of MACP 2nd and MACP 3rd to the eligible officials in the circle.

Respected Sir,

A kind reference is invited to Para 2 (ii) Benchmark for MACP Scheme of DOPT letter No 35034/3/2008-Estt. (D) (Vol. II) and also discussions held on the subject in the JCM meetings held on 08.07.2013.

Around 70 officials in HP Circle have been denied the MACP 2nd and MACP 3rd benefits for not fulfilling the condition of prescribed benchmark which is not uniformly implemented by the screening committees of Divisions.

The Directorate letter mentioned ibid vide above noted para has lucidly clarified that where the financial upgradation under MACPs also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefit under MACPs, the benchmark for promotional grade shall apply for granting MACP benefits.

The MACP 2nd and MACP 3rd happen to be in the promotional grade HSG-II and HSG-I respectively. Therefore, in pursuance to DOPT letter dated 04.10.2012, the MACP 2nd and MACP 3rd benefits are to be granted to the eligible staff on the analogy of promotions allowed to the officials in HSG-II and HSG-I

This union has been shocked to note that the screening committee has not followed this guideline while deciding the MACP 2nd and MACP 3rd cases of the officials, surprisingly enough, there are many instances in the HP circle where the officials were denied the benefits of MACP 2nd and MACP 3rd but they were granted the promotions of LSG, HSG-II and HSG-I. Resultantly, they are denied the benefit of MACP 2nd and MACP 3rd from the retrospective date.

This is gross injustice to the staff who while serving in the department is definitely serving for getting the benefit of MACP 2nd and MACP 3rd. In HP Circle, more than 100 officials are aggrieved and there is very strong resentment rather frustration prevailing amongst the staff over this discrimination in granting their legitimate benefits.

Ironically, the representations made on the subject are lying undecided in the circle office.

In the meeting held on 08.07.2013 your good self have assured the staff side that all such cases will be considered afresh in the light of guidelines/clarifications issued by the DOPT.

We were hopefully waiting for a favorable settlement of such pending cases and the circle union solicite your personal intervention to cause grant of denied benefits of MACP 2nd and MACP 3rd to the aggrieved officials.

Non allotment of adequate funds to the circles for timely payment of PLI/RPLI incentive claims of the staff by the Directorate

Sub:     Non allotment of adequate funds to the circles for timely payment of PLI/RPLI incentive claims      of the staff by the Directorate.

Sir,

A kind reference is invited to the CHQ letter No P/2-11/Karnatka dated 26.08.2013 addressed to Ms P Gopinath, Secretary Posts. The department is fixing targets to be achieved in respect of procuring business under PLI/RPLI to the circles. The circles further fix the targets to the Divisions and the Divisions further to the field staff and operative offices.

The circle administration is monitoring the achievement of targets on week basis, resultantly, putting pressure to the staff to achieve the targets.

The department himself have fixed the rates of incentive to the eligible staff for procuring PLI/RPLI business. It is normal practice of the department that the incentive bills relating to PLI/RPLI business have never been paid in time, despite, issuance of orders from the Directorate.

I am sure every circle is affected by the approach of Department on this issue.

This issue was taken up in the RJCM meeting with the CPMG Shimla held on 08.07.2013 and this union addressed the CPMG vide this union letter No even dated 02.09.2013. In HP circle, incentive bills pertaining to PLI and RPLI amounting to Rs 50 lacs are lying pending for want of adequate funds from the Directorate. The CPMG vide his letter No LI/2-5/2013 dated 30.09.2013 addressed to this union have assured payment of incentive bills only on receipt of additional funds from the Directorate.

The copy of this union letter addressed to CPMG and reply of the CPMG is enclosed as Annexure A and Annexure B.

I am sure it is not an isolated case of HP circle, the other circles shall be facing the similar problems on this issue.

You are therefore requested kindly pursue this case effectively/personally with the Directorate for timely and allotment of adequate funds to the circles in the future. The insensitive approach/behavior on such issues reflects
