Sub: Irregular denial of financial upgradation
of MACP 2nd and MACP 3rd to the eligible officials in the circle.
Respected Sir,
A kind reference is
invited to Para 2 (ii) Benchmark for MACP Scheme of DOPT letter No
35034/3/2008-Estt. (D) (Vol. II) and also discussions held on the subject in
the JCM meetings held on 08.07.2013.
Around 70 officials
in HP Circle have been denied the MACP 2nd and MACP 3rd
benefits for not fulfilling the condition of prescribed benchmark which is not
uniformly implemented by the screening committees of Divisions.
The Directorate
letter mentioned ibid vide above noted para has lucidly clarified that where
the financial upgradation under MACPs also happens to be in the promotional
grade and benchmark for promotion is lower than the benchmark for granting the
benefit under MACPs, the benchmark for promotional grade shall apply for
granting MACP benefits.
The MACP 2nd
and MACP 3rd happen to be in the promotional grade HSG-II and HSG-I
respectively. Therefore, in pursuance to DOPT letter dated 04.10.2012, the MACP
2nd and MACP 3rd benefits are to be granted to the
eligible staff on the analogy of promotions allowed to the officials in HSG-II
and HSG-I
This union has been
shocked to note that the screening committee has not followed this guideline
while deciding the MACP 2nd and MACP 3rd cases of the
officials, surprisingly enough, there are many instances in the HP circle where
the officials were denied the benefits of MACP 2nd and MACP 3rd
but they were granted the promotions of LSG, HSG-II and HSG-I. Resultantly,
they are denied the benefit of MACP 2nd and MACP 3rd from
the retrospective date.
This is gross
injustice to the staff who while serving in the department is definitely
serving for getting the benefit of MACP 2nd and MACP 3rd.
In HP Circle, more than 100 officials are aggrieved and there is very strong
resentment rather frustration prevailing amongst the staff over this
discrimination in granting their legitimate benefits.
Ironically, the
representations made on the subject are lying undecided in the circle office.
In the meeting held
on 08.07.2013 your good self have assured the staff side that all such cases
will be considered afresh in the light of guidelines/clarifications issued by
the DOPT.
We were hopefully
waiting for a favorable settlement of such pending cases and the circle union
solicite your personal intervention to cause grant of denied benefits of MACP 2nd
and MACP 3rd to the aggrieved officials.
